How to Fill the Data Safety Form on Google Play

Short answer: in Play Console, open App content, select Start under Data safety, and answer four groups of questions: data collection and security, the data types you collect or share, how each type is used, and a final store listing preview. The form itself is quick. The slow part is knowing what your app and its SDKs actually send off the device, so do that inventory first.

Gather these first. Each one maps to a question you can’t skip.

  • Everything that leaves the device. Your own network calls, uploads and database writes, plus every SDK in the release build. Google counts data sent by libraries and SDKs as collected by your app.
  • Each SDK’s own Data safety guidance. Google tells developers to check what their SDK providers publish, and the Google Play SDK Index links to that guidance where a provider has added it. See the SDK pages on this site for the ones this project tracks.
  • A privacy policy URL. Google says it is required to complete the form.
  • How users create accounts, if they can, and a link where they can ask for the account and its data to be deleted.
  • Whether users can request deletion of their data, and how.

These follow Google’s own Data safety help page.

  1. Open the App content page and select Start under “Data safety”.
  2. Read the overview.
  3. Data collection and security. Say whether the app collects or shares any of the required user data types, whether all of it is encrypted in transit, how users create accounts, and whether they can request deletion.
  4. Data types. Select every type the app collects or shares, such as approximate location, app interactions, crash logs or device IDs.
  5. Data usage and handling. For each selected type, say whether it is collected, shared or both, whether it is processed ephemerally, whether it is required or optional, and why it is collected and shared.
  6. Store listing preview. Check the summary users will see, then Save as draft or Submit.

Google notes that changes can take several days to show on Google Play, in some cases up to 7.

If you’d rather fill everything in a file, you can export the form as a CSV, edit it, and import it back.

  • Collected means the data is sent off the device. Data processed only on the device is not collected. Neither is data sent with end-to-end encryption that no one in between, you included, can read.
  • Shared means it goes to a third party. A service provider that processes data for you, under your instructions, is not a third party. See collected vs shared.
  • Ephemeral processing still counts as collection. You answer one extra question for it. See ephemeral processing.
  • Optional only applies when every user, on any device and in any region, can choose not to provide the data. If any version requires it, it is required.
  • One form covers the app. It describes the sum of what every version still distributed on Google Play collects and shares.
  • An IP address used to find location means you declare location. See IP address and location.
  • Payments through Google Play’s billing system: you generally don’t declare the payment details Google collects, as long as your app never accesses them. Purchase history is a separate question.
  • Encryption in transit is a yes only if it applies to all user data your app and its SDKs send.

The full set of definitions, with links to Google’s wording, is on the definitions reference.

If you work in the CSV, these are the question rows behind each step. The full list is in the CSV format reference.

Purposes PSL_APP_FUNCTIONALITY, PSL_ANALYTICS, PSL_ADVERTISING, PSL_FRAUD_PREVENTION_SECURITY and others
  • Leaving out SDK data. AdMob’s disclosure, for example, lists approximate location, app interactions, diagnostics and device or other IDs. Read each vendor’s page, such as AdMob or Firebase Crashlytics.
  • Marking a service provider as “shared”. Your cloud host or crash reporter working for you is collection, not sharing.
  • Declaring data because of a permission. Reading contacts on the device is not collecting them. If a sensitive permission isn’t used, remove it instead of declaring its data.
  • Answering for the latest version only. Older versions still on Google Play count.
  • “Optional” for SDK data the user can’t turn off. Analytics without a working opt-out is required.
  • Encrypted in transit “yes” with a plain http:// endpoint that receives user data.

The skill does the inventory step for you. It reads your manifest, Gradle files and Kotlin or Java source, matches SDKs against vendor disclosures, and asks you only what code can’t show, such as your privacy policy URL and account deletion link. It writes a CSV you can import and a report with file:line evidence for every answer. The result is a draft you review, and you stay responsible for what you submit. Get started.
