Data Safety Form for an App That Collects No Data
Short answer: you still have to complete the form and give a privacy policy URL. Answer No to “Does your app collect or share any of the required user data types?” and the data type and usage sections stay empty. That answer is only right if nothing, including any SDK, sends user data off the device.
What Google requires
Section titled “What Google requires”Google’s Data safety help page says apps that collect no user data must still complete the form. It also says a privacy policy is required to complete the form, and that the form and policy can say no data is collected or shared. Apps that are only on an internal testing track are exempt.
- Confirm nothing leaves the device. Check the checklist below.
- In Play Console, open App content and select Start under Data safety.
- Answer No to the collect-or-share question.
- Add your privacy policy URL in Play Console. Say plainly that the app collects and shares no user data.
- Check the store listing preview, then submit.
What makes “no data” untrue
Section titled “What makes “no data” untrue”Collection means data is sent off the device, by your code or by any SDK in the app. Check for:
- Ads SDKs. AdMob’s disclosure lists device or other IDs, approximate location, app interactions and diagnostics, collected and shared.
- Analytics and crash reporting. Firebase Analytics, Crashlytics, Sentry and similar SDKs send identifiers, events or crash data.
- Firebase services pulled in indirectly. Messaging, Performance Monitoring and Remote Config depend on Firebase Installations, which sends an installation ID.
- On-device ML that still reports. Google’s ML Kit disclosure says its on-device APIs send metadata such as device and app info and identifiers for diagnostics and usage analytics, though not the images or text you process.
- In-app purchases that your app or a service verifies or stores off the device: purchase history.
- Any HTTP call that carries user input, identifiers or location.
- A WebView that loads your own pages with analytics on them.
- Sign-in. If users can create an account, the app collects at least an account ID.
What does not count: data kept in a local database, files or preferences, and data processed only on the device.
CSV IDs
Section titled “CSV IDs”PSL_DATA_COLLECTION_COLLECTS_PERSONAL_DATA: set to false.- Every
PSL_DATA_TYPES_*row and everyPSL_DATA_USAGE_RESPONSES:*row stays blank. - If your app has no accounts,
PSL_ACM_NONEunderPSL_SUPPORTED_ACCOUNT_CREATION_METHODSis the matching choice.
A CSV that says no data is collected but selects a data type contradicts itself.
Common mistakes
Section titled “Common mistakes”- Skipping the form because the app is offline. It is still required.
- No privacy policy because “there’s nothing to put in it”. Google requires one.
- Forgetting a library. A single analytics or crash SDK means the app collects data.
- Only checking direct dependencies. Libraries can bring in other SDKs. Run
./gradlew :app:dependenciesto see the full tree. - Declaring data because of a permission. A permission alone doesn’t mean collection. If the permission isn’t needed, remove it.
With data-safety-from-code
Section titled “With data-safety-from-code”The skill checks the release build’s dependencies, permissions and source for anything that sends data, and lists any library it doesn’t recognize for you to review. If it finds nothing, the draft says no data is collected, and the report lists what code can’t show, such as what a WebView loads or what older versions did. It is a draft for your review. Get started.
